Penobscot Health Services, LLC (PHS) is an SBA-certified 8a and HUBZone Tribal-Owned Small Business serving both federal and commercial customers. We are owned by Penobscot Indian Nation Enterprises (PINE), a §17 Federal Corporation authorized by the Department of Interior, via the 1934 Indian Reorganization Act (25 USC 14, subch. V § 461 et seq.) Originally organized in 2013, PINE tasked the managers of PHS to pursue federal government customers who were seeking professional staffing solutions. PHS established our staffing solution plan, based on the experience of our managers, with many years in federal contracts, and the tribe’s capacity in workforce development and management, project management, outsourcing, consulting, and human resource services.
